Senator Byrd - Consititution day speech

Senator Robert C Byrd gives speech on Constitution day.

He led the effort to pass legislation to increase the awareness of the US Constitution by the citizenry. He and I both believe that without knowledge of the constitution how can we be empowered to hold our leaders in check.

Power is a corrupting force, but the constitution helps to limit that corruption by placing limits on the power of the government and its officials. The constitution also forces many actions of the government to be deliberative by a diverse set of voices. The most important example from recent history is how the country decides _when_ to go to war. Only the senate can declare war.

Yesterday, Nov 7th, 2008 he announced he will be stepping down from the chairmanship of the senate appropriations committee.
